Host responsibilities

The host owns process lifecycle and protocol transport. Jeden owns model routing, capabilities, policy, session events, approvals, and tool execution.

Equivalence

ACP does not expose a second implementation of tools or sessions. It adapts the same registry generation and operation context used by local modes.
