- wc submit writes a job descriptor to queue/ and returns the stable job ID.
- Resource estimates and GPU memory requirements participate in consumer eligibility before claim.
- Priority orders otherwise eligible work but cannot bypass hardware, provider, quota, or registry constraints.
- Batch submission creates independently trackable jobs rather than one opaque mega-job.
