Install and configure — contract and behavior

• The package installs the wc entry point and reads shared queue configuration from environment and registry state.
• Application Default Credentials or equivalent cloud credentials are provider-specific and should not be present for disabled providers.
• The bucket is the source of truth for queue state, capacity, registry, results, and scheduler evidence.
• Start local cleanup in report mode and fail closed on stale, invalid, unavailable, or non-unique registry identity.
