Validate the candidate catalog and policy snapshot before it can become an active release.
Snapshot validation — contract and behavior
- Validation checks structure, stable identities, repository mapping, and policy constraints against the candidate snapshot.
- A candidate does not become active merely because the desktop client can parse it.
- Failures retain the exact validation evidence needed to repair the source artifact.
- The release view distinguishes candidate, validated, promoted, and rolled-back state.
